The server is for racing, if you are going to practice a single section or turn you should do that offline where you won't be messing up other players who are actually racing.

So, you have a .psd file with a track in it that you want to make work?

1:09 puts you around 821st place in the records for that track. If you have time to play and practice regularly, buy the full version. I have gotten a lot of bang for the buck out of this game and met some good guys to chat with on skype along the way.

Share with us in detail what steps you have taken to make a track with photoshop and we can help from there. Without knowing what you've tried nobody will know what exactly you need help with.

Usually I just apply the stroke, then create a layer underneath my stroked layer and use the pen tool to make shapes to sharpen/square up the corners. I don't know of a plugin that makes it automatic, this method is easier than searching for a plugin.
