i know that robots can have skins, but how do you get them to work?
whats the easiest way to make a robot have a skin?
does the skin have to be a PNG file?

What are these robots you speak of? The rider models? If you do a little research on these forums, and possibly google a few things you don't understand, the answer will be spelled out for you.

Essentially, yes, a png is used to make a skin, so get a wireframe for what you want to skin, or a template, and go from there...plenty of places to find that on here.

i want my robots to not have stock bikes, atm there grey and white.
please explain more

If they are all grey and white, it means you have skins that don't match the models.
