I just bought a new laptop, tried basic troubleshooting (drivers, updates, in game and nvidia graphics settings, snapshots, track/texture resolutions, performance modes within laptop settings) and I still have frame skip/stutter every couple of seconds. Other games work without issue.
Below is my hardware details.
If anyone has any input/suggestions please let me know.

Check the driver info in the graphics menu to make sure it's not Microsoft GDI. The newest snapshot update might help too.

This is the setting that worked for me. And I went to the latest snapshot like you recommended. Working as it should now.
